Recent Assignment:

After serving as Pakistan’s Ambassador in Austria and the IAEA, returned to Pakistan in 2006 and was appointed Member (Chairman’s Advisory Council) in the Pakistan Atomic Energy Commission, in which capacity I was functioning as Advisor to the Chairman PAEC on International Affairs, with particular focus on IAEA matters.

In this position, have helped set up in the PAEC a centre for research, study and analysis of all aspects of disarmament, arms control and current nuclear issues. Under personal guidance and supervision, a team of International Relations analysts are engaged in this work, which entails preparation of research papers, reports and multi-media presentations, holding of in-house seminars and symposia and active interaction with think-tanks in Pakistan and abroad.

Additional responsibilities:

  • Appointed Examiner of the Federal Public Service Commission for International Relations subjects in June 2008.


  • Appointed Expert on the Technical Committee of the Department of Defense and Strategic Studies of the Quaid-e-Azam University, Islamabad in April 2009.


  • Recent Activities:

  • Delivered guest lecture at the Pakistan National Defense University on “Pakistan –US Relations” in Islamabad, October 2009.


  • Participated as a panel member in Pugwash Conference on “Pakistan’s Security” in Islamabad, June 2009.


  • Was a panel member in a seminar on the “Indo-US Nuclear Deal” held at the Institute of Strategic Studies in Islamabad in September 2008.


  • Participated in a Round Table Conference at the South Asia Strategic Stability Institute (SASSI) in June 2008.


  • Delivered lecture on “Nuclear Safety and the IAEA” in a Training Course on International Nuclear Safety Standards at the PAEC in June 2008.

  • Language proficiency:

  • Fluent in English and French, and familiar with Arabic, Spanish and German. Urdu is mother tongue.


  • Participation in Conferences/Meetings:

  • Participated as member of the Pakistan delegation in the Regional Cooperation for Development(RCD) Ministerial Meeting 1971.


  • - Participated as member of the Pakistan delegation in the Organization of the Islamic Conference (OIC) Ministerial Meeting 1980.

    - Attended the United Nations General Assembly Sessions in 1983, 84, 85 and 86.

    - Was elected and served as Chairman of the Political Committee of the U.N. Council for Namibia in 1984, 85 and 86.

    - Appeared before the Middle East and South Asia Committee of the European Parliament, Strasbourg, France in the 1986 and 87 sessions.

    - Was a panel member in a symposium titled “From Globalism to Regionalism – New Perspectives on American Foreign and Defence Policies” held at the Department of Defense, National Defense University, Washington D.C. in November 1991.

    - As Ambassador to Jordan, lectured on Pakistan in the Jordan University, Jordanian Military Academy and the Arab Thought Forum, on a number of occasions during 1995 -1997.

    - Was a panel member in a Conference on ‘Transnational Security Threats in Asia’ at the East-West Centre, Honolulu, Hawaii in August 2000.

    - Led Pakistan Delegation to various Conferences in Vienna and served as Alternate Leader in the IAEA General Conferences in 2001-2004, the UNIDO General Conference 2001 and 2003 and UNODC Sessions of CCPCJ and CND.

    - Served as Member of the IAEA Board of Governors for two terms.

    - As Ambassador to Austria, lectured at the Vienna Diplomatic Academy on Pakistan on a number of occasions.

    Biographical Data:

  • Joined Pakistan Foreign Service in 1970.


  • Served as Third Secretary, Second Secretary and First Secretary in the Pakistan Embassies in Paris, London and Algiers (1971-79).


  • Returned to the Ministry of Foreign Affairs in Islamabad in December 1979 and served as Director (Africa), Director (Afghanistan) and Director (Americas) during 1979-83.


  • Served as Counsellor at the Pakistan Mission in the United Nations, New York (1983-86).


  • Served as Counsellor and later Minister at the Pakistan Embassy at Brussels (1986-88).


  • Attended a mid-career Masters Programme at Johns Hopkins Paul Nitze School for Advanced International Studies (1988-89).


  • Returned to Islamabad and served as Director General (Personnel) and later as Director General (Americas) 1989-91.


  • Served as Minister and Deputy Chief of Mission in the Pakistan Embassy, Washington (1991-95).


  • Served as Ambassador of Pakistan in the Hashemite Kingdom of Jordan (1995-97).


  • Returned to the Ministry of Foreign Affairs in December 1997 and posted as Additional Foreign Secretary (Middle East & Africa) and later Additional Foreign Secretary (Americas and Europe) till August 2001.


  • Served as Ambassador of Pakistan to Austria and the Slovak Republic, Permanent Representative to the UN Offices in Vienna and Permanent Representative to the International Atomic Energy Agency (IAEA) August 2001 – February 2006.


  • On retirement from Foreign Service, appointed Advisor to Chairman, Pakistan Atomic Energy Commission (PAEC) on International Affairs and IAEA matters in August 2006 and served in this position till July 2009.
